Toolbars is missing in Microsoft Paint
Open command prompt first ..here is how
Make sure you are logged in as an Administrator account.
Windows XP
- Click Start, then Run.
 - Type cmd and press Enter.
 
Windows Vista, 7 or newer
- Click the Start button.
 - Type cmd (don’t press Enter).
 - In the list, under programs you should see a file called cmd.
 - Right click it and select Run as administrator.
 - Click Yes or Continue.
 
- Copy all the text in the box below:
reg delete "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Applets\Paint\General-Summary" /f - Right click in the Command Prompt window and click Paste.
 - Press Enter.
 - Close the Command Prompt.
